Last updated October 22, 2026. This privacy policy explains how First Health Solution, LLC d/b/a Health Enrollment (“Health Enrollment,” “we,” “us”), a licensed insurance agency (NPN 17718619), collects, uses and shares information through ObamaCare-Enroll.org, our forms, and our calls, texts and emails with you. ObamaCare-Enroll.org is not a government website and is not HealthCare.gov or a state Marketplace.
The short version. We use your information to respond to your request for health coverage. Health Enrollment’s licensed agents are the ones who contact you. We do not sell your personal information to lead buyers or data brokers. We use advertising and analytics tools on this site, and you can opt out of them at Your Privacy Choices. We honor Global Privacy Control browser signals.
Information we collect
Information you give us. When you request a quote or contact us, we collect what you enter or tell us, such as your name, phone number, email address, ZIP code, city and state, date of birth, gender, household size, estimated household income, the products you’re interested in, and anything you share with a licensed agent to help find coverage (for example, information about current coverage, doctors or prescriptions).
Information collected automatically. When you use the site we collect your IP address, device and browser type, pages you visit, the site that referred you, and advertising and campaign details from the link you followed (for example, ad click identifiers such as gclid or msclkid, and UTM parameters). We use cookies, local storage and similar technologies to do this and to remember information between pages.
Consent and verification records. When you submit a form, we keep a record of the consent text shown to you, the date and time, the page, and a LeadiD token from Jornaya that documents the disclosure you saw. If you confirm your phone number with a code, ask us to call you, schedule a call, or sign a request electronically, we keep a record of that too.
Calls. Calls with our licensed agents may be recorded and monitored for quality, training and compliance. We tell you at the start of the call.
Information from other sources. We use services that check whether a phone number or email address is valid, look up the city, state and county for a ZIP code, provide health plan information for your area, and help prevent fraud (including a device identifier from FingerprintJS).
How we use information
- To respond to your request, review your options, provide quotes, and help you apply or enroll
- To contact you by phone, text or email as you agreed, confirm your phone number, and schedule calls
- To keep records required by law, including consent and Do Not Call records
- To prevent fraud and protect our site and systems
- To measure and improve our advertising and our website
- To comply with law and respond to legal requests
How we share information
We do not sell your personal information to lead buyers or data brokers. We share information only as described here:
- Health Enrollment and its licensed agents, to help with your request.
- Licensed agencies in our network, only to help service your request. They must protect your information and may not use it to market to you or sell it.
- Insurance companies and the Marketplace (HealthCare.gov or your state’s Marketplace), when you apply or enroll, or ask us to help you do so.
- Service providers that work for us under contract, such as our customer relationship and phone systems, call and text delivery, email delivery, hosting, and phone, email and ZIP code verification.
- Advertising and analytics providers, as described in the next section.
- Others when required, such as to comply with law, protect rights and safety, or as part of a merger or sale of our business.
Advertising, analytics and tracking technologies
We use these tools on this site:
- Google Ads and Google Analytics, including call tracking (the phone number shown may be a Google forwarding number that tells us a call came from an ad). When you submit a request, we may send Google a hashed (scrambled) version of your email address and phone number so Google can match the conversion to an ad click (“enhanced conversions”).
- Microsoft Advertising (Universal Event Tracking).
- FingerprintJS, to help prevent fraud and connect an ad click with your request.
- Jornaya LeadiD, to document the consent disclosure shown to you.
Pages about health topics do not send ad personalization signals to Google and do not load Microsoft’s tag. If you use the “Do not sell or share my info” option at Your Privacy Choices, or your browser sends a Global Privacy Control signal, we don’t load these advertising, call tracking or fingerprinting tools on that browser. Under some state privacy laws, using advertising tools like these can be considered “selling” or “sharing” personal information, which is why we offer this opt-out. You can also control cookies in your browser settings and manage Google ads at adssettings.google.com.
Health information
Some information you share may relate to your health or health coverage. We use it only to help you find and enroll in coverage and to provide the service you asked for. We don’t use it for personalized advertising.
Calls, texts and emails
We contact you only as you agreed when you submitted a form or asked us to call. Consent to calls and texts is not a condition of purchase. You can stop texts by replying STOP, and you can tell us to stop calling or emailing at any time, by any reasonable means, including by telling an agent, calling us, or using Your Privacy Choices. We keep an internal Do Not Call list.
Your privacy rights and choices
Depending on where you live, you may have the right to:
- know what personal information we have about you and get a copy
- correct information that is wrong
- delete your information, subject to legal exceptions
- opt out of the sale or sharing of personal information, and of targeted advertising
- appeal our decision about your request
To make a request, visit Your Privacy Choices or call 1-877-861-3558. To opt out or stop contact, you don’t need to prove who you are. For access, correction or deletion, we’ll ask a few questions to confirm your identity. An authorized agent may make a request for you with your written permission. We respond within the time required by law (generally 45 days). If we deny your request, you can appeal by replying to our decision or calling us; we’ll respond to appeals within the time required by law. We won’t treat you differently for using your privacy rights.
We use sensitive personal information, such as health information, only for purposes allowed by law, such as providing the service you requested, so we don’t offer a separate option to limit its use.
How long we keep information
We keep information as long as needed to help with your request and any coverage you buy, and as required by law. We keep consent, call and Do Not Call records for at least five years.
Security
We use administrative, technical and physical safeguards, including encrypted connections on this site, to protect your information. No system is perfectly secure.
Children
This site is for adults. We don’t knowingly collect information from children under 18 through this site.
Changes to this policy
We may update this policy. We’ll post the new version here with a new “last updated” date. If we make material changes to how we use or share your information, we’ll tell you before the change applies to you.
